Deathbird is a proud Villain, with an elaborate plan to overthrow the power and claim the throne of the Shi’ar Empire. To do that, she sows unrest across the Locations, filling them with her Thugs and elite Shi’ar warriors, as well as turning Civilians into Thugs. Whenever a Location has more Thugs than Civilians, it gets a Crisis token, and if ever 5 Locations are dominated this way, her villainous plot is complete! However, if Civilians outnumber Thugs, the Crisis token is removed, and Heroes can bring in reinforcements by using Heroic actions to add Civilians to a Location.
